Nodes automatically find each other using short-range radio (Wi-Fi Direct, BLE, etc.) within ~100m range.

Messages are packaged with onion encryption and hop through the mesh via the most efficient path.

PoCCA logs message relays and validates them when clusters eventually reconnect to larger networks.
